I'm upgrading an old forum that we use for testing from 7.3.1 to 7.6.0. I got stuck on the first step. When I check files, it says admin/cp_style.css is missing. So I added it. Then it says it needs to be removed and added. I didn't find a copy of admin/cp_styles.css in the 7.6.0.zip file. How do I fix this? Here's a screenshot:

Run the check again. The first time through will look for that old old old file. The next time through, it should remove it. This is why you are given the option to recheck (or skip automatic file checks, for manual file updating) during an software upgrade.
note: Its not normal that people wait 10 years between software updates (2008 - 2017). Extremely rare hiccups such as this, can be avoided by keeping current with software versions.

That's the problem. I reran it, and it removes the file yet says it's missing. The following files do not exist in your install (Make sure these are uploaded) admin/cp_style.css If I add it, I get the above screenshot. If I rerun it, I get only the missing part. I'm stuck in a loop.
Yes, i know it's not normal. I won't bore you with details. Suffice it to say that forum has never been used. Now the owner wants to use it to test some things.

typing this from my android, since im not near a pc atm...
within install/ directory is a file called UPGRADE_CHANGES.txt open that file search for any lines that contain cp_style.css delete those lines and then save the txt file. rerun the upgrader script. it will no longer look for those elements
the txt file is long, so use your editor's find/search tool
