When upgrading - when it checks for permissions on the folders to write language changes, etc. it's actually looking for permissions on the files/ file within. I set correct permissions on the folders (as the error seemed to be telling me), but it was actually telling me to set permissions on the files within. Might help if the error tells the admin to check/set permissions on the files as well.
