When a person want to post a topic on my site, the default size of my New Topic box cuts off the "POST NOW" button at the bottom.

A user must manually expand the window to see it. Uneducated users looking to my site for basic computer answer do not know how to "post" because they can not see the button. The do not think of window re-sizing due to their level of computer literacy.

How can I set the default post sizt big enough to include the POST NOW button???

This should never happen, unless your Board Title graphic is huge or you've added stuff to your headers or footers that make the page scroll on smaller screens.

To change the graphic you'll need to edit it in an image editor and then replace the graphic on the server.
