I would like to give my Moderators (some) access to the member records.

Without giving Admin status - is this possible?

Not right now. You'd need to make them an Admin.

If you have a privacy policy on your web site (which you really should anyway) make sure that allowing your volunteers to access the personal information of your members is not a violation of your policy.
