Here's a link to a couple of resources on our site (in the FAQ's) directly related to the installation of PhP and zlib. See if these are any help to you....

Installing zlib, as far as I know, DOES require a recompile and reinstall of PHP. I can understand your WPP's reluctance to do this.

The only thing I can say which might help, is:
Installing zlib reduces bandwidth.
Reduced bandwidth means reduced costs.
Reduced costs means better bottom line.

Bring it back to money..

Now, whether that savings is worth the WPP's time to go through reinstallation (which shouldn't be that complicated but you never know what could popup) is another story..

PS The PHP option to install zlib is --with-zlib (to be used when configuring before the installation)
