Rotating banners are really outside of the UBB's scope.
If your banners can run simply on HTML code (via external JS or something) then you have no problem - in come the header/footer boxes. Otherwise, you have some work to do.. <img src="https://www.ubbcentral.com/boards/images/graemlins/smile.gif" alt="" />
