i have his ip address, who do i send this too....????????

First, you cna try to ban his IP, stopping him from posting on your UBB, go to your Control Panel, pick Ban Lists on the side. Add his IP address to the list.

If you wish to take further action, you can try to contact his ISP, describe the situation, and they may shut down his account.

Honestly, I'd disallow pics.

They can take too long to load, and there's always that potential for abuse.
