From the list of changes for

Users declined from the moderation queue now have the mod queue flag removed from their profile (allowing them to be unbanned at a later time without error)

Does this mean that a member declined from the queue will be able to log into a UBB which requires logging in to view topics?

If so, I think that's the wrong way of dealing with the problem. A better way would be to leave the Q flag in the profile, and clear the flag if posting privileges are turned on.

No, the user will still be unable to browse the board, as they will have no posting permissions. This simply allows the admin to enable posting permissions at a later time.

Posting permissions and the Q flag have to remain seperate. The Q flag is only touched by the moderation queue area.
