It does not include a hard drive and thus also does not have an OS installed, but there is a Windows 7 product key (fully visible on the sticker) on the case. The unit has been tested for functionality and successfully boots to BIOS as well as to a USB operating system and navigates, operates regular functions, etc. There is capability to add a second CPU.
