The HP ProCurve 2650 (J4899B) is a managed layer-2 (and “lite” layer-3) switch in the HP/ProCurve 2600 series. It was designed for use in enterprise or medium-sized networks at the access layer — i.e. connecting end devices, PCs, printers, etc., and uplinks to more powerful switches or routers.
It is considered a somewhat older model at this point; many newer deployments use full gigabit switches or switches with greater forwarding capacity / features. But it can still be useful in certain scenarios (especially if budget or existing inventory is a concern).
