In EUC. Please see pics. Comes with everything you see. Router, 2 mobile antennae, and 1 Linksys wifi antenna (not original to the package, but works great). Looks like there is a small nick on one of the corners and a small stain on the back sticker, but overall it’s in excellent shape. It has been sitting awhile, but I tested it and it is functional. It supposed to be compatible with AT&T and T-mobile, but verify with them first. I remember I had issues with ATT (I don’t remember exactly what they were) so I went with T-Mobile when I had service using it. Specs can be found on teltonika’s website
