Do installation in Win 10 using R-click on Setup file and choose Run As Administrator, then Troubleshoot compatibility, then choose Apply recommended settings, then Test Compatibility and, finally, Run As Administrator again.
Old programs may take few attempts to install before Win 10 does what it supposed to do: be compatible with all older versions.
