It is not possible, through the UI, to view other users PM's... You could however login as the user and view the PM's (passwords are currently stored in the Members directory in the user files). Additionally you can also read the pm's through your file system (FTP or SSH/Telnet), they can be found in the Members Directory in a private message directory.
