First, verify the permissions on this particular file are the same as the others in the members directory.
Download and Open up the user profile file ( /members directory/00000001.cgi replacing the 00000001 with this user's number ) and look at line 15. It should be a yes or no field.
If it doesn't match what you are seeing in the profile and the cp, you might want to consider filling out a
support ticket and let Infopop Support take a look around.
