The test file helped and I have the forums up and running.
When I try to access my control panel at:
http://www.almostbassmasters.com/cgi-bin/ubbcgi/cp.cgi I get a 5000 Internal Server error message:
The server encountered an internal error or misconfiguration and was unable to complete your request.
Please contact the server administrator, []webmaster@almostbassmasters.com[/] and inform them of the time the error occurred, and anything you might have done that may have caused the error.
I verified that the permissions on cp.cgi are 755.
