Did a little more troubleshooting by running install.php to see if I could find the error. Step 1 gave me the following information:

The styles directory has its permission set to 777. I have tried changing the permissions on the /styles/_vti_cnf directory to 666 and 777, neither of which fix the problem.

Any suggestions?
