I found it under "active topics mouseover " somewhere in the BUGS Forum.
It's in the sytle settings, misc. Properties.
Had to put in
color : #0080C0;
background : #dedede;
border : solid 1px #88aabb;
padding : 2px;
This fix both the WOL and Active topics displays.
