Probably both - but also see my other post about being able to restrict members from PMing until they had reached a certain number of posts - would reduce the number of people able to register just to spam people.
I guess some people may want this disabled for some new members - but it would encourage the majority to go out and post first. If they chose to spam the forums first, then they would just be banned anyway
