Yes 1&1 offer you a million databases but none of them can be over 100mb
After my first test import from classic to threads i was horrified to find that i sat at 130mb sql.
I begged and pleaded for the limit to be increased
but it was there set up and then offered me a managed
and then a dedicated server for astronomical prices.
So i was forced to go the dedicated server root.
A good job i have a friend who's been in the business for a while
and guided me to a reliable service.
So yes its becoming the norm more and more in my opinion
that hosting company's are attaching limits in one way or
another with there sql services.
