A lot of webhosts "oversell" their webspace, and pack the server so badly that popular sites rape the server for everyone else; it's known to happen at a lot more places than you'd think... Maximizing profits while holding off future costs...

It's why I like VPS' and Dedicated servers; guaranteed resources wink...
