The USER_RULES_ACCEPTED is a new column for ubb 7.2. Maybe something went wrong in the upgrade that it was not created.

Try this one:

ALTER TABLE `ubbt_USERS` ADD `USER_RULES_ACCEPTED` INT( 11 ) UNSIGNED NOT NULL DEFAULT '0'

This will add the new column.
