matter of fact those groups are just starting points --
so, you could technically make your own 'admin' group and they are the only group with CP permissions and then take that control away from the ubbt defined admins.. same for moderators and the new global dudes.
we are slowly weaning ourselves from the USER_MEMBERSHIP_LEVEL field and going to a truly group based system..
