Well, you'd edit the editpost.tpl file; you should just be able to change this:

<input type="text" name="editreason" class="form-input" />

To this:

<input type="hidden" value="1" id="markedit" name="markedit"/>

That SHOULD always set the value to "mark as edited". Please note that this is an unsupported (and untested) modification.
