I tend to think that board is sick and in need of repair.
So do most of the people using it. There have been plans to move all of NCSoft's official message boards to VBulletin to match Dungeon Runners, but that plan seems to have stalled, even with the City of Heroes team using a VBulletin board for a couple closed betas.
Because of the apparent plan to change board software completely, the people in charge of maintaining the board don't seem inclined to fix problems that crop up, unless people are actually being denied access to the board. (And of course being denied access to the board is a major problem for them, since it's one of the services provided as a part of the $15/mo cost to play the game.)
