Sounds like you want a teaser forum.
There is one at this site.
Look for teaser forum a little below this one in the forum summary page.
You can see a forum but can't open it unless you have permissions to do so.
But anyway it is at
Control Panel » Forum Settings » Edit Forum
Is Teaser Forum?
Read the note and enable it if that is what you want.
