Zlib compression is probably something you should enable if available from your host. It will benefit all who visit your site.
It sounds like it is off now.

Enable zlib Compression?
I am not sure on what you mean by your footer issue?
Oh maybe you mean the message in the footer that shows the generation time and if zlib is enabled.

Show Debug Information in Footer?
