UBB.threads PHP Forum Software Community Forums UBB.classic UBB.classic 6 Support Can't make changes to forums and moderators on UBB 6.1.0

I have inherited the administration of a internal UBB 6.1.0. I can login as the adminstrator, but I don't see anywhere where I can change moderators of existing forums or make modifications to the forums themselves.

I have searched How do I forums, but did not find an answer.
