ohh i forgot to ask v bulletin has member levels like you can ]gain access to the next member level say you have to have so many posts before you can get to the next member level or something like post counts plus registration date = the next level like level 1 2 3 so on is that a feature here as well ???

Yes member levels are groups. Every member is assigned at least one group
You can have as many groups as you like.
Each group can be assigned different permissions and can be auto assigned by number of posts. or just manually added to a group.
