So, the value for (users and guests) on the permission "Can See Forum" on that forum is set to 0; what value do you have for the option (in forum details) for "Is Teaser Forum"?

If the user is in any group that has permission to that forum, it'll always show. If "is Teaser Forum" is selected it'll always show.
