The original owner will need to provide you with all license details pertaining to the site; there's nothing you can do in regards to upgrades or support without access to the license... This should have been part of any site sale.
I believe the
support desk (run by the script vendor) will be able to change the owner of the license from his account to yours; but again this forum is for user to user support.
