I just duplicated this behavior here on this site.

It had 1 reply from Allen.
I edited Allen's reply and marked as unapprove post.
The page shows after that only the reply is not approved.
However I logged out and visited as a guest the complete topic is missing not just the reply.
Went back as logged in ,the topic appeared again and only reply marked as not approved.
Edited Allen's reply marked as approved.
As a guest I can now see the topic and reply again.
So this can be replicated and on this site.
