That's HTML code, which you probably have disabled. Keeping it disabled is a good idea.
You instead need to use UBBCode - [ img ]
http://smileys.smileycentral.com/cat/7/7_2_116.gif[ /img ] (only without the spaces)
That would render as:
[]
http://smileys.smileycentral.com/cat/7/7_2_116.gif[/]
