Anyone with physical access to te server (either at console or remote access via FTP/SSH/Telnet/etc) can browse "private messages" via the files stored on the server.
There is no "built in" viewer for PM's from the admin side of things (though it would be kind of interesting none the less).
This is ultimately standard among web forum software products reguardless of the creators.
