It's some type of PERL script but your hosting provider would be in control of that file, not you.

Neither one of these scrips come with UBB Threads 6.x or 7.x

Do you run Typo3 on this server too? Both perl scripts related to it if I use a websearch for the name of the scripts.

easy answer, your site was exploited by some means and these mallicious scripts are using a lot of resources. These are not included with any UBB install and I recommend you purge them immediately if you don't know what they are exactly.

Additionally, I'd recommend that you upgrade any and all webscripts in your webspace, and police your webspace for any webscripts which could have been uploaded to your webspace via remote means.
