I want to move from VB to UBB? is there way I can migrate users and posts?

I believe phpBB 2.x is currently the only supported third-party forum able to be imported (at least according to the documentation).
Maybe Rick knows if one is in the works, however.
(I don't know if VB3 can be converted to phpBB2, and then to UBB7 -- could be a nightmare, though.)

I don't see that it's available but that doesn't mean that it's not, it could be that the documentation page for that has just not been updated. One of the Moderators can probably answer that directly for you soon though. https://www.ubbcentral.com/doc_import.php.

Currently we don't have the vbulletin importer finished. Will be working on a couple of the importers after 7.1 is finished.

I would like to make sure you know, there is a "dirty" route to migrate to the UBB... PHPBB can import just about any product, so you can import into PHPBB then import to the UBB from there...
I can't vouch for what will be imported (as it's a filthy process to import), and I know there are still a couple of bugs in the phpbb importer; but it's a decent route of how to get migrated immediately.

If there is anyone that goes this route and has problems with the phpbb importer then I will make sure they are addressed. Don't want anyone to think they'd go through all that trouble and end up not being able to import due to a problem with our phpbb importer.

'eh i listed all of the issues with the "bleeding edge" version of the phpbb importer that you put on my server in the phpbb importer thread ... I think the only real one was that the user titles weren't carried over.

7.1 should be public beta next week, and a public beta generally last a week or so, based on if any bugs are found while the beta is in the wild... So it shouldn't be too long of a wait

Do you mean, importer from VB-->UBB will be available immediately after public beta? No, I mean that Rick will begin work on several of the importers after the public beta (as he's stated in other threads), the vB importer is one of the highest on the list.
