I have enabled email verification for the (7.1) registration process. I often find I have new registrants who are frustrated that they have registered and tried to log in, but can't becuase they are still in the approval queue.
I am looking for some documentation that would help me understand the sequence of operations required when someone first registers ->> the time they are able to log in.
Could anyone point me in the right direction?

Basically there are 2 main portions of registration approval.
Email Verification: User must verify their email before the account is active.
Registration Queue: Admins must approve the account before it is active.
In your case it sounds like you have both active. So, not only must they verify their email, but the admin must approve the account as well.

Aha! So it sounds like they are beating me to the punch and trying to verify before they are approved. Since I must keep the Approval option enabled, would you suggest that I disable Verification? If not, is there a way to force them to Verify AFTER Approval?

I find that "one or the other" generally works, but generally you'd want to have email verification enabled so that you can thwart some automated registrations

Good point, but consider this: Depending on the registrant, I want to set their permissions at the same time I approve them. (I have also had problems in the past with webbots flooding my UBB with bogus registrations.) Sounds like I need both verification and approval. Can I get access to the text sent to the registrant so I can tell them to wait to be approved before validating?

Check the language files, most stuffs in there But i'm not sure.
