Is it a language conversion? In other words, as a Spanish person types in Spanish, does the Language Pack Download convert their typing into English once the "submit" key is clicked? I wouldn't mind uploading Language Packs if they did this (since I don't know any other language but English).
If not, I'm not interested. I don't want a bunch of typing on my forums when I can't read them. If I don't know what it says, I can't control it.

No, the language packs can't convert user input to differant languages; it simply converts the language strings into another language.
Open up your control panel, go to languages, and edit any file; these are language strings; these are the only things converted by adding additional languages to your forum.

This must mean that foreign languages are typed by the user in their foreign language and I would not be able to read it unless I spoke their language.
I think this also means that if I uploaded a language pack, it would only change the English words within the language strings into the foreign language uploaded. This wouldn't help me either since if I needed to edit a language string, it surely would need to be in English.
Am I understanding this correctly? Thanks Gizmo for your patience.

Yes, it will not translate what users enter into your language; and it won't translate what you type into other languages; it only translates "hardcoded language strings" into other languages

From your clear explanation, I KNOW my shorthand forums could benefit having these language packs:
Afrikaans Catalan Esperanto French German Hebrew Italian Irish Japanese Polish Portuguese Russian Spanish Tagalog
We also have a Brazilian UK forum (it is called Maron Shorthand). Not sure if they could use the Spanish language pack or not.
I'll keep checking periodically to see if any of these language packs are made available by anyone. Bye now.
