1) What is control panel logging? I assume, but I could be wrong, that it logs actions done by admin in the CP?
b) Where is this file stored?

1. yes.
b. In the database, it's not stored as a flat file.
And for the upcoming #, it can be viewed via the cp in the logging area, which is linked at the left at the bottom, or on the main landing page.

 The files are stored in the non-cgi/BanLists folder by month/year

... and it pretty much logs everything, including my typing the wrong password the first time, which pages I viewed once I finally signed in, and my submitting the primary settings page to find out what it logged
