I tried to email everyone and it says it was sent. No one recieves then and they have enabled yes to recieve!! Any help will be wonderful!

Try manually inputting a sendmail path.
Control Panel / Primary Settings / Advanced Options / Use specified SMTP Server:
( Usually something like /usr/lib/sendmail or /usr/sbin/sendmail )

What about when someone registers? Do you have Email Verification enabled?
( Control Panel / Registration Settings / Basic Options / Enable Email Verification? )

Right, so if that is checked it means that new users have to reply to an e-mail sent by the forum before they can use the board.
I don't know how long you have been using the forum but have you had any new registrations recently? You could try making a new user registration yourself just to test it.
