The encoding of rss_xml.tpl is ISO-8859-1
I think it should follow $ubbt_lang['RSS_ENCODING'] in myfeeds.php

It is still not fixed in 7.4.2

Currently, myfeeds and the standard feeds are generated differently. Kinda the same thing as not being able to change the default language encoding in the generic language file. We'll get everything converted over to utf-8 as the default with 8.0 hopefully.
