I can't change it to attach files larger than 2 Mb, therefore, how can I increase that?

This is the only information I can find about this:

The option to attach files to postings will not be displayed on the board until the Attachments function is fully configured. To do this, you must first create an attachment storage directory on your server, give it full permissions (0777 on Unix), and add the path to this directory to the Attachment Storage Directory field.

Then, include the URL to the directory in the Full URL to Attachment Storage Directory field. Defaults have been set for the Allowed Attachment File Extensions (note that these extensions are not accepted: .php, .php3, .php4, .cgi, .pl, .exe, .bat, .reg) and the Maximum Attachment Size, but you may wish to change these.

Might be your host set it to 2mb
You can run phpinfo from the ubb control panel.
Look for upload_max_filesize.
That will tell you what php is set for.
Some hosts will increase it for you or allow you to set it in php.ini

It says this in my Admin CP:

If file attachments are enabled in the forum, this dictates how large each file attachment can be. Max size set in php.ini is 2M so you may not exceed this size.

Ruben is correct. It will not allow you to set it any higher than what is allowed in your php.ini file.

Then you need to call your host to see if they will increase it.
They should be able to tell you yea or nay.
Some hosts allow you access to php.ini and some don't.

Just to be clear.
PHP.ini has nothing to do with ubbthreads. It is a config file for php. UBB just reads the setting and displays it for you.
Quick note. I looked at bluehost. I assume that is where you are hosted and you should be able to adjust the settings yourself.(From what I can tell)

Yes, I am at bluehost, and I will log in to see if I can change it myself.
