Sometime between 12noon and 4pm, my forums went missing. Said unable to connect to databsse. Logged into my host, checked the files and my includes/config.inc.php file was there, but completely emtpy!
I copied over a recent backup file, no worries. But how's that even remotely possible? I also removed admin access to edit via the control panel, but I'm still a little worried something's amiss. Any other ideas as to how I could check into what happened?

It's weird...when we make changes via the CP, sometimes we lose data in the config file. The last time we made a change, we lost a database user array to split the queries that we'd added.
Is the CP supposed to force the config file to make massive changes/rollbacks, like this? It seems somewhat unreliable at the moment...

Also, I removed permissions from admins to make changes in the CP at the moment. Where, and in what file can I restore that permission?

Well, in reguards to the statement: The last time we made a change, we lost a database user array to split the queries that we'd added. when any config option is updated, the config file is rewritten; so since your change isn't being written with the other config data, it wont' be in the config file

Ok, that makes sense that the CP simply rewrites the entire config file.
How about in regards to resetting admin full access to the CP?

Not sure there, have you used the "back" button after submitting a config page? possible you'd be triggering the "update" without any data...

That's possible, I'll have to make sure.
No, I'm asking about how do I give admins back full access to the CP. There's no way I can see to restore that to them. And since I'm one of them...I don't have that toggle in the CP anymore.
Where would that be? Config file, libs folder, etc?

Admin permissions aren't stored in the config file; they're stored in the database.
