I've never done this before, and don't recall the exact name, so I'm having trouble searching for the feature in CP.

How do you enable a message that a user must read and agree to before venturing further into your forum?

I think it had something to do with agreeing to your terms?

I want to put a reminder out there to my community about something and I thought this would be a good way to do it.

Also, once you turn this on, can you simply turn it off after a certain amount of time without making everyone see this message way past when you want?

That would be board rules.
Control Panel » Registration Settings
When you edit it just below the text box is a option:
Force Users to Accept Rules on Next Visit?

Or you could post a global announcement then delete it when you are done.
It will appear in every forum as a post.
Just remember that people can't reply to a global post.

I unchecked "Force Users to Accept Rules on Next Visit?" but I noticed that people are still seeing the message.

Do I need to clear the cache or something else to prevent the message from appearing?

I am not to sure when you try to undo the force users to accept.
Since it is a cookie setting.
Never tried to undo it.
It may just need to run it's course.
Or maybe some else will chime in.

Yes, it is stored in the db. You will need to run a command for ubbt_USERS and update USER_RULES_ACCEPTED to a time to show they accepted the rules. Sorry someone with more knowledge with commands will have to give you the command to use.

where the date is sometime after now

the other way to do it is to edit includes/config.inc.php, find the line 'FORCE_RULES' => '1296099442',

and put a 0 in there.
