They should have access to their profile already as well as links.??? Anyway there are several ways to get to permissions.You have permissions for each forum and permissions for the site and permissions for the control panel. All of them are in the permissions section of the control panel on the left. I usually select groups then select what I want.

Hi, thanks for your reply but I didn't get the answer to my questions. Here are the issues: registered users cannot edit thier profile. 2) user are complaining they cannot include a link with a reply.
What version are you running? Have you modified any stock files?

Users should always be able to edit their profile, we don't have a permission to deny it; that'd be a "site" permission if there was one as it wouldn't be forum specific. Unless someone went in and edited scripts/editbasic.inc.php and changed it to one of these (default is 0) I'm not sure what's going on:

Users should always be able to paste a link into their post, the only thing I an think of is they don't have access to post BBCode in that forum which would be the "forum" permission "Can post using Markup/UBBCode" which would stop them from using all BBCode including bold italics etc.
When attempting to fix #2 i would highly advise never enabling HTML posting, you'll be opening yourself up to security issues, this option should only ever be used for admin/mods that can be trusted with it.
You are running version 7.6.2, released in September 18th, 2018; this version is far past being able to provide support for, you have a whole plethora of bug patches and feature additions since your build (UBB.threads v7.7.5, our latest Long Term Release, was released on October 25th, 2020), there isn't much we can do to support such an old build.

I just registered at doomspeak I can edit my profile just fine. I posted a test in the off topic BB code is not turned on for users. Since this is a very old version i can only go by where the permission is currently
In the control panel goto the permissions section select groups select the forum link to the far right of the line that has users select Can post using Markup/UBBCode to expand the item change the value to a 1 for each forum you wish them to use bb code Save and exit.
Repeat for each user group needed

Is there a way to decrease the size of this popup?
If you're comfortable with CSS you can adjust any element in the style editor, but no there isn't a stock method of making that popup smaller.

There is a header/footer section in the Control Panel at Display -> General -> HTML Includes

If you make changes to the core files then no they won't carry over, if you make changes in the control panel to affect function (like the style editor or the html includes) they will move over.
Theres no specific entry for this menu, you'd be decreasing font size or whatever CSS property you're wanting. This version you're on is NOT mobile capable, v7.7 is.

You may be confused when looking at the member downloads. The most current released version is 7.7.5 If your membership is expired you will only see versions up to when your membership expired to re-download.

AHHH ok! If we purchase the Member Area / Support / Professional Upgrade Hi, I just purchaced a 1 year renewal + Professional Upgrade.
Just FYI these forums are user to user support, the vendor doesn't utilize them.
Renewing trough the vendor will add a year to your member area access and the vendor will perform the upgrade on whatever timescale they're currently working at.
