When I changed one of my Moderators to Administrator through the control panel I received the following error:

Died at d:/xxx.xxx.xxx.xxx/cgi-bin/ubb/cp_users.cgi line 1670

When I view the member following the error, the status appears to have changed to Moderator.

Are you sure you uploaded the latest cp_users.cgi when you upgraded?

Sounds like you'll need to upload new CGI files as well, Mark. <img src="https://www.ubbcentral.com/boards/images/graemlins/smile.gif" alt="" />

Mark, I would upload all your cgi files again. It looks like an incomplete upload of the cgi files is causing the multiple issues you are having.

Did the upgrade again. It appears that I missed one or more files. Or, possibly uploaded them in the wrong mode.
