Power supplies are tested under load in a working system. Please do not use a simple over the counter PSU tester, as they are not designed to be compatible with all power supplies, do not test under load, and are generally unreliable. No power cord is included.

Computer power supplies will not power on unless attached to a motherboard.

If testing with a multimeter, please note there is more to it than plugging it in and connecting the meter. YouTube has helpful videos.
