This switch requires an external adapter with output of53.5V DC / 2.43A. This is a non-standard high-voltage supply, not a common 12V brick. You will need to source one before the switch will operate.
Do not attempt to use a 12V, 48V, or generic adapter — doing so can damage the switch.TP-Link sells the correct replacement, and compatible units are available, but budget for it before you buy.
Priced accordingly. If you already have the matching adapter or a TL-SG116P with a dead board, this is a straightforward fix.

About the 120W budget
Each port can deliver up to 30W, but 120W is the ceiling across all ports combined. In practice that's roughly four full-draw access points, or a dozen or so typical IP cameras. If you need every port at full PoE+, this isn't the switch.
