Make sure your web host has cgi turned on, just because they support cgi doesn't mean they've turned it on for your account.

Also, make sure they let you run custom scripts from the cgi-bin, some may require custom scripts to be in a different directory, like cgi-local.

Finally, make sure the path to Perl 5 is set correctly in the cgi files. You'll need to check with your host on what that path is.

And as Phill says above you need to re-do. I went there and the result of clicking your links appears to be the various cgi files have been uploaded in binary mode. I get a save or open file dialog which pretty much means the files were uploaded in binary.
