In your other thread you said you want to just turn off self registration, this is done from the control panel:

Membership Settings -> Registration Settings -> Suspend Registrations?

After that is enabled you will have to create new users from the "Member Management" section of your control panel (see the add user link).

I'm hoping this will be a ubb7 feature in 7.1
