I have a buddy helping me with techincal support. Here's what he said...

agree with what Charles was saying...an IIS issue...like I said, I changed the IIS permissions several times and rebooted in an attempt to get it "refresh" with the new permissions settings, but it never worked. Today, I replaced most of the cgi-files and reset the IIS permissions...now it WORKS!!!!!
I am now able to login on the forum, both the main section and the administrative section.
